Regulatory documents on parental payments for kindergarten. Compensation for kindergarten: to whom and in what amount is awarded?

February 23

Compensation for kindergarten in 2017 - a topic that worries parents, since they are forced to pay a lot of money. Not everyone is ready to raise children at home.

The Russian government is trying to support young people by providing various kinds benefits. The Federation is a guarantor of public accessibility preschool education.

In 2012, a law was approved regulating the coverage of the share of funds allocated to pay for the services of a preschool organization. There have been some changes in 2017. Now compensation is possible provided that the income of each parent is less than 14,685 rubles (150% living wage). For example, the net profit of five people (mother, father, three children) should not exceed 73,420 rubles. Reimbursement lasts for a year. The right to receive it is granted to persons paying for preschool education.

Refund amount for the garden

There is no legislation fixed amount covering expenses. It depends on the factors listed below:

  • Number of babies;
  • Payments for the educational process.

Therefore, the amount of charges is set as a share of the cost educational process:

  • The refund amount for the first-born child will be 20% of the tuition costs. If you pay 2000 rubles monthly, social payment - 400.
  • For the 2nd child, half the money is reimbursed, namely 50%.
  • For the 3rd child and for all subsequent children, part of the compensation is 70%.

Thanks to these percentages, you can on our own calculate the aid provided by the country.

Divide the monthly fee by the number of working days in the current month. We multiply the resulting number by the days your child spent in the garden. The result is the actual level of accruals. It is important to remember that it is calculated monthly. Reimbursement for January is received in February, and compensation for February is received in March.

In addition, self-government bodies are authorized to independently increase compensation for specific benefit categories at the expense of local budget funds.

The termination of government payments that partially cover tuition costs occurs:

  • Upon termination of the contract between the preschool institution and the entity submitting documents for benefits;
  • If a child stops receiving educational services before the end of the contract with the preschool educational institution due to expulsion, including care at his own request.

Please note that every family with children has the right to receive social benefits. Registration, submission and registration will not take much time. The timing and size of payments will vary depending on the number of children and the region. But overall, federal-level guarantees are worth taking advantage of.

Russian laws establish a payment to mothers or family members who actually care for the child, which is accrued only until the children turn one and a half years old, after which it is assumed that the parent will go to work and send the child to kindergarten. However, in reality, it turns out that parents are forced to stay at home and look after their children further, since the queue for enrollment in preschool educational institutions in Russia is too long, and in most cases, places go to only preferential categories of families. This situation contributes sharp decline income of a social unit, so it is logical to assume that the state should somehow compensate for this to the parents of children who were not taken to kindergarten. Let's find out what kind of subsidy is provided for kindergarten in 2019.

What is a subsidy: concept, difference from compensation

A subsidy is a targeted benefit in cash or in kind provided to citizens for payment material goods or services provided to them.

The essence of paying a subsidy is that first, citizens who are entitled to it receive a certain amount of funds for a specific purpose, and then, taking this money into account, they pay for some product or service. For example, in Russia there is a subsidy for payment utilities– the applicant, if his application is approved, receives a certain amount for bank card, after which he pays for housing and communal services with this money and reports to the authorized body about their timely payment.

Another thing is compensation. It is the same payment, but made after the person has incurred expenses, and is intended to reimburse him for expenses in full or in part. A citizen who has legal right to receive compensation, collects the required documents, including those confirming the incurrence of expenses, presents them to the body authorized to make compensation payments, receives a certain amount of money in a bank account and disposes of it at his own discretion, without reporting to anyone.

Is there a subsidy for kindergarten?

Now that we have figured out the difference between subsidies and compensation, we can say that a subsidy for a kindergarten is not paid. At the legislative level, advance payments are not provided for parents of children who pay for kindergarten or who have not received a place in a preschool educational institution at their place of residence.

But compensation for kindergarten exists. Parents who put their child on the waiting list for enrollment in kindergarten, but did not receive a place by the time the child reached the age at which he was supposed to go to a preschool educational institution, have the right to claim compensation, designed to partially compensate for the losses incurred by the mother, who is forced to stay at home with children instead of going to work. Such compensation will be issued to parents provided that regional authorities have planned such payments from the budget, that is, the payment of compensation must be legalized by local authorities.

Moreover, regardless of the legislators of the constituent entities of the Russian Federation, all preferential categories of families throughout the country are entitled to monthly payment compensation for paying for kindergartens. Some will receive full compensation for the costs of educating their child in a preschool educational institution, others will receive half the amount parental fees, for some – even less. It all depends on the applicants’ belonging to different categories of beneficiaries.

Who receives a subsidy for kindergarten?

The categories of applicants whose demands for payment of compensation for the lack of places in kindergarten will be satisfied depend on the procedure for providing compensation established by the regional authorities.   • the mother or both parents of the child are studying at university or educational institution average vocational education full-time;
  • The child's mother does not work anywhere for any legitimate reasons.

Compensation payments will not be awarded to parents who are not employed without good reason.

All parents have the right to compensation for payment for kindergarten services; in addition, the maximum possible sizes payment:

  • 70-80 rubles for part-time childcare for a child from 2 months to 7 years;
  • 90-100 rubles for a full day in the garden ( age category the same).

The following discounts when paying for kindergarten services are provided depending on the number of children being raised in the family:

  • 20% for families with 1 child;
  • 50% for families raising 2 children;
  • 70% for families recognized as having large families (3 or more children).

On fringe benefits can only be claimed if they are established at the regional level by local authorities. At the federal level, there is a list of categories of families entitled to compensation for half the cost of preschool education services:

  • employees of this preschool educational institution (must have a certificate from the place of work);
  • military conscripts (must have a certificate from the military registration and enlistment office or military unit);
  • disabled people of any group (there must be a conclusion medical and social examination);
  • liquidators of the consequences of the accident at the Chernobyl nuclear power plant (must have a certificate of the liquidator of the consequences of the Chernobyl accident).

Who receives a 100% subsidy for kindergarten fees?

Complete liberation from paying for a child’s education in a preschool educational institution is provided for by federal legislation for the following children:

  • orphans (who have lost both parents or a single parent);
  • left without parental care;
  • disabled children and children with disabilities assigned after a medical and social examination;

In those constituent entities of the Russian Federation where compensation is available to parents whose child has no place left in kindergartens at the family’s place of residence, The compensation amount is usually 5 thousand rubles. The amount of payment may increase depending on the decision of local authorities and the possibilities of the regional budget.

An example of calculating a subsidy for a kindergarten

The mother pays for the services of the “Umnichka” kindergarten at the rate of 100 rubles per day for a full shift and 70 rubles per day for a partial shift, while the child attends the kindergarten from Monday to Friday inclusive. On Fridays he trains part-time. The family has two children under 18 years of age.

Mom must pay monthly fees for preschool education in the amount of:

100 rub. x 16 days + 70 rub. x 4 days = 1880 rub.

But since there are two children in the family, the mother is entitled to compensation in the amount of 50% of the cost of preschool education services:

1880 x 0.5 = 940 rubles.

Legislative acts on the topic

Common mistakes

Error: The child’s father, who does not live with his family, demands compensation for the cost of kindergarten, although the mother pays for the preschool education services.

  • 50% for the second;
  • 70% for the third, fourth, etc.

When calculating, children younger than:

  • 18 years old;

The amount of full payment is determined by regional authorities. They also establish additional criteria for families that determine their rights to receive compensation.

What documents are needed to process the payment?

Compensation is received by the parent who signed an agreement with the preschool institution. He needs to write an application addressed to the head of the preschool educational institution. And he is already sending this information to the education and social protection authorities. You can also make a payment on the State Services portal.

There is no strict form for submitting an application; they differ in different kindergartens.

Such information must be indicated:

  • full name of the institution;
  • Parent's full name;
  • and a child;
  • their address;
  • request for compensation for part of parental fees;
  • number of children in the family;
  • account number and bank details for the transfer.

A list of documents is attached to the application:

  • passport;
  • birth certificates of all children;
  • marriage certificate (if the last names are different);
  • certificate of family composition;
  • other documents giving the right to compensation;
  • a certificate from the bank with details.

Money is not issued in cash. Therefore, if you do not have a bank account, you need to open one.

In some regions, compensation is given only to needy families. This reduces the number of applicants for payment.

The level of income required to be verified varies depending on different regions RF.

But if this requirement is present, you must provide a certificate of family income for the last three months to receive compensation for kindergarten.

If the right to compensation does not arise due to the number of children, another list of documents will be additionally needed, for example:

  • military personnel ID;
  • disabled person;
  • liquidator, etc.

A certificate of family composition is issued on Form 9. This is an extract from the house register, which shows:

  • to whom it was issued;
  • who else is registered in the apartment;
  • and what kind of family connections there are between them.

Form 9 is issued in several places:

  • at the passport office of the housing office, homeowners' association, etc.;
  • at the migration service department;
  • in BTI;
  • or the local administration.

If the work schedule of these organizations is inconvenient, you can contact any MFC office. You can also order the form through the government services portal.

The certificate is issued free of charge. You need to have a passport and a certificate (or an extract from the Unified State Register) of home ownership with you.

Features: when contacting the passport office of the HOA, housing office, etc. There is no need to confirm ownership, since they have this information.

The document does not have a specific validity period, but over time the composition of the family may change. As a rule, Form 9, which was issued no more than a month ago, is suitable for compensation. A copy is not made of this certificate; the original is given.

Copies are made of all documents. The manager checks them with the originals and puts the kindergarten stamp. The originals are returned and copies are attached to the application.

The state compensates parents for part of the costs of kindergarten in order to reduce the financial burden. The amount of compensation is determined by the number of children and criteria for the size of family income, which vary in the constituent entities of the Russian Federation.

Children are our everything. In any family they are the center and main object of love and care, a source of joy, as well as anxiety and sorrow. And, of course, expenses. How much does a baby need? High-quality food, numerous elegant clothes, from which he grows out so quickly. Books and educational toys. And, of course, kindergarten.

Kindergarten is useful and necessary for almost all children, with rare exceptions. After all, this is not only reliable supervision and care during the day, but also fun games with peers and a developing learning environment.

Give me kindergarten!

For a mother, getting a place in kindergarten (of which, as we know, there are always not enough for everyone) for her baby means freeing her hands and finally getting a job. Organize your family’s life and feel “in the system.” Exit to new level relationship with a growing child.

But, among other things, kindergarten is always an expense. In families with a small budget, parental fees are a fairly significant expense. Not to mention that there have always been and will be additional costs– unspoken “voluntary-mandatory” fees for gifts and all sorts of events, contributions for stationery and group equipment, fees for numerous additional classes and mugs.

What if there is not one child in the family, but two? Or more?

Children and money

Until recently, many large families could not afford the luxury of giving kindergarten all their children, since not everyone could afford to pay for preschool educational services. In addition, most often only the head of the family brought a salary into the house, and they had to save on literally everything. But in recent years their lot has improved - such a thing as compensation for kindergarten has appeared. What is it and how can parents benefit from it? Let's figure it out.

Positive changes in this issue occurred since the Government of the country made a decision to reimburse families for part of the costs of maintaining children in a preschool institution. We are talking about the Law of the Russian Federation No. 3266-1 “On Education” dated July 10, 1992 (Article 52.2). The document establishes that the payment does not apply to the costs of development by children educational programs. Costs of maintaining the property are not included in the cost of the service. That is, it turns out that kindergarten fees mainly mean expenses for children’s food.

Who has the right to it?

Who is entitled to compensation for kindergarten? To those parents whose children are assigned to municipal, state or even private preschool educational institutions - preschool institutions. It is important that the institution must be able to provide a license to conduct educational activities.

The rules for calculating and issuing compensation are different everywhere; in each region this issue is resolved locally, taking into account the capabilities of the city budget and in accordance with the priority policy of the authorities in the social sphere. In some cities (in particular, Moscow), parents who send three children to the same kindergarten are completely exempt from paying for preschool education services. It is clear that they are not entitled to compensation.

How and in what form can I get it? Compensation for kindergarten fees in the form of cash is transferred to the account of the parent who signed an agreement with the kindergarten for the child to attend. Part of the money may be returned if payment is made on time without delay.

Who else is entitled to payment?

In addition to parents, the recipients of the service may also be children’s guardians (their legal representatives). In this case, in order to assign such a payment, an agreement with the institution must be drawn up on their behalf.

Compensation for kindergarten is issued by submitting an application. It is written by the parent or representative of the child who has entered into an agreement with the kindergarten. He will have to present a copy of his own passport and personal bank account. You will also need photocopies of documents (i.e. birth certificates) of all children and a certificate of family composition.

How is the compensation amount calculated?

Parental compensation for kindergarten, in the case of the first or subsequent children attending it, is not the same. The minimum amount of such compensation is regulated by a decree of the Government of the Russian Federation. But this applies to the situation of a child not attending kindergarten, which we will consider below.

Regions, based on this data, have the right to enter own terms receiving compensation that cannot be worse than federal. The state has determined minimum size as follows: parents receive 20% of the actual expenses incurred if we're talking about about the first child, 50% - if about the second, and 70% goes to the third and all the others.

Moreover, when it comes to calculating amounts for the second, third and subsequent children, only information about offspring who have not yet reached adulthood is taken into account. This also includes full-time students under 23 years of age.

What is the specific figure?

How exactly is compensation for kindergarten fees calculated? Its calculation directly depends on the amount paid by the parents for the maintenance of the child. How to calculate it? All payments should be divided by the number of working days. In this way, the cost of one day of keeping a child in kindergarten is calculated.

After this, the resulting value is multiplied by the number of days the child actually attends kindergarten. As a result, we have the amount of parental fees. And it is from this figure that 20, 50, 70% is taken and returned to mom or dad by transfer to the personal account. A bank account can be opened in any credit institution in the Russian Federation.

Should I pay tax?

Last year and earlier, personal income tax in the amount of 13% was still required to be withheld from compensation. As of January 1, 2015, this tax was abolished in a number of constituent entities of the Russian Federation. For example, if payment for a garden is accepted in the amount of 1,500 rubles. per month, the parent of the first child can count on a refund of 300 rubles.

It would seem that God knows what kind of money. But do the math for yourself: if there are two or three preschool children in a family, and for each subsequent one the reimbursed amount grows, then the final savings for the month can be quite significant. And for large family(most of whom, as a rule, are not rich) - sometimes simply life-saving.

The average fee for a kindergarten is determined annually by authorities (in Moscow - the Department of Education) on January 1 - for kindergartens operating on the basic preschool program education.

Other type of compensation

The type of compensation described above is not the only one. In recent years, a number of regions of the country have adopted another type of state support for families with children. It consists of paying parents certain amounts if the child does not attend child care facility(for example, due to lack of space). So what is compensation for failure to provide?

At some point, any family with a child growing up needs a kindergarten. As you know, when the baby turns one and a half years old, child care benefits stop being paid, and the mother has to think about earning money. But what if there is no place in kindergarten for her baby? Compensation for kindergarten, the law on the payment of which in such cases has been adopted by a number of regions, can at least partially solve the problem. Its average size is about 5,000 rubles.

Are there any options?

This rule is not accepted in all cities; you will need to clarify your specific case with the social protection department. Both student (full-time) mothers and unemployed mothers can take advantage of the right to such compensation - after all, if they do not enroll their child in kindergarten, they are deprived of the opportunity to go to work anywhere.

Sometimes many of them willingly stay at home with the baby, changing jobs for these “pennies”, roughly comparable to the minimum wage. Especially if before maternity leave the mother worked in a job that didn’t pay very well, and she will have to return to the same place. Or the chances of finding a job are minimal for a number of reasons. Or if the child is often sick and does not adapt well to kindergarten conditions... In general, then, willy-nilly, you have to give up on all the benefits of preschool education and “stay” with him at home. And forget about work for the coming years.

Compensation for kindergarten: documents

You won't need much paperwork. This is a standard set, although somewhere they may request, for example, an extract from a bank personal account.

So, you bring the following necessary documents to the head of the kindergarten:

  • application on behalf of one parent (or legal representative);
  • this parent’s passport or other document capable of confirming identity, as well as a photocopy of it;
  • birth certificates of all children in the family, also with a photocopy;
  • bank account number or a photocopy of the cover page of the savings book containing the details of the credit institution to which the compensation amounts are to be transferred.

Making a payment

The procedure for the application process, calculation and payment of compensation is regulated by the responsible authorities. Employees of preschool educational institutions All documents, the submission of which involves compensation for kindergarten, must be correctly completed. The application must be recorded in a special journal indicating the date of registration.

The preschool educational institution certifies copies of the documents brought, and the originals are returned to the owners. Lists of compensation recipients are compiled and sent to official authorities - departments of education, social protection, health care of the constituent entity of the Russian Federation.

If your right is lost

These authorities implement payments to parents of children attending kindergartens due compensation within the budget allocated for this.

Quarterly, information about any changes in the composition of its recipients is submitted to the above-mentioned bodies. The submitted information also contains data on the payment made for the reporting month and the accrued amounts of compensation funds.

If for some reason the parent receiving it loses this right, compensation for kindergarten ceases to be paid from the first day of the month following the month in which these circumstances occurred.

We can only hope that after reading this material, some parents who were unaware of this financial opportunity will close the gaps of their own legal illiteracy and hasten to take advantage of the benefits.

IN lately Due to the economic crisis in our country, many young parents find it very difficult to support their children, even if the child goes to kindergarten and both parents work. Therefore, government assistance provided in the form of compensation for kindergarten fees is a good help for a young family, especially if the parents have decided on a second and subsequent child.

Refund for visiting a preschool educational institution

The payment amount is set as a percentage of the monthly fee for attending kindergarten. In addition, the size of the payment depends on the number of children in the family:

  • for the first child attending kindergarten, the payment amount is 20 percent, i.e., out of every 100 rubles spent on preschool education, 20 rubles will be returned to you
  • for the second baby the return will be 50 percent, i.e. out of every 100 rubles the state will return 50 rubles.
  • for the third child, a payment of 70% is due, out of every 100 rubles - 70 rubles are used for return.
  • for subsequent children the amount of compensation will be the same as for the third.

At first glance, it seems that calculating the size of the payment is not at all difficult (just subtract 20%, 50% or 70%), however, as with any calculations and calculations, there are some subtleties. The calculation takes into account exactly the number of days the child attended kindergarten. So, if for some reason your son or daughter was not in kindergarten, then compensation for these days is not due. In order to find out the exact amount, you need to do the following:

  1. First, calculate how much it costs to stay in kindergarten for one day. To do this, you need to divide the amount you pay for visiting the kindergarten monthly by the number of working days in the current month. For example, the fee is 1000 rubles, and there were 20 working days in the month. Divide 1000 by 20 and get 50 rubles.
  2. Next, you need to multiply the resulting number by the number of days that the student visited the preschool educational institution. For example, the baby visited 15 days out of 20, therefore, 50 * 15 = 750 rubles.
  3. And the last step is to divide the received amount by 100 and multiply by the percentage, which is returned depending on the number of children, i.e. for the first child - 20, for the second - 50 and for the third and subsequent 70.

It should be taken into account that even if the child does not miss kindergarten, the refund amount will be slightly different, since the number of working days is different each month (in one month there are 20, and in another 23). You must also keep in mind that only that part of the expenses that was spent on maintaining the child is returned.
