A subsistence budget is a certain amount of money that should be enough to cover food, pay for housing and communal services, provide basic needs and maintain health. The legislation determines that the total income of a person who has retired should not be below the consumer basket. If this happens, he is entitled to a social supplement up to the established amount.

At the federal level, the BPM is equal to 8,726 rubles. In 2018, each subject of the Russian Federation independently sets the cost of living for pensioners. This is due, firstly, to climatic and natural conditions. For this reason, in the extreme northern and eastern regions, the BPM always exceeds the national average. Secondly, the national characteristics of the population and the characteristics of consumption of food and non-food products are taken into account.

Sources of financing social supplements in 2018, as before, depend on the region in which a person lives. Their sources of funding are different:

The cost of living for a pensioner in 2019

The PM is determined by the cost of the consumer basket, as well as all mandatory payments and fees. Its size for determining the amount of SD for pension is established in accordance with the Federal Law of the Russian Federation of October 24, 1997 N 134-FZ “On the cost of living in the Russian Federation” around the country once next year. In the constituent entities of the Russian Federation, the size of the subsistence minimum for determining the amount of social additional payments is also established once a year no later than November 1 of the current year.

The calculation of the consumer basket includes only the most necessary to maintain the health of citizens and their livelihoods:

  • a minimum set of food products (this is bread, potatoes, vegetables, cereals, pasta, milk, eggs, fruits, salt, sugar, spices);
  • services and goods of the non-food category, the cost of which is assessed in relation to the necessary food products.

The composition of the consumer basket is being revised taking into account changes in the standard of living of the population at least once every five years.

The cost of living varies for citizens depending on which population group the person belongs to. In general, there are three main socio-demographic groups:

  • able-bodied citizen;
  • pensioner;
  • child.

It should be taken into account that when establishing the size of the monthly allowance for calculating the social supplement, belonging to the “pensioner” category does not depend on the age of the citizen. So, for example, the recipient of a pension (in case of loss of a breadwinner or disability), when determining the cost of living, will also be taken into account by category "pensioner".

In fact, the amount of the additional payment depends on the region of residence of the pensioner, in which the PMP is established to determine the amount of social security payment annually. The values ​​for 2019 are set in the table below.

In the constituent entities of the Russian Federation, the composition of the consumer basket is established on one's own regulatory acts of the subjects, taking into account natural and climatic conditions, which is natural, because living in areas with harsh climatic conditions requires more costs for life support than in areas with mild climatic conditions, national traditions, characteristics of food consumption in the region, as well as non-food goods and services. Therefore, the cost of the consumer basket established in the Russian Federation and in the regions may differ.

For 2019, the living wage for a pensioner was established in the Russian Federation in the amount of 8,846 rubles. It is this amount that will be taken into account when establishing the federal social supplement.

The lowest monthly pension amount for citizens on pensions in 2019 was in the Tambov region - 7,811 rubles, the highest - in the Chukotka Autonomous Okrug - 19,000 rubles. In the Kaliningrad, Vologda, Tver, Sverdlovsk regions and the city of Baikonur, the size of the pensioner's monthly pension for 2019 is the same as in Russia - 8,846 rubles.

Types and amounts of social supplements for pensioners

There are SD for retirement two types:

  • federal (FSD);
  • regional (RSD).

In each region, non-working recipients of pensions, the amount of which is below the minimum monthly wage, may be entitled only one type of social supplement. What determines what type of increase will be established?

The type of payment depends on the cost of living of the pensioner in the region of residence. If a citizen moves to a new place of residence from one region to another, the right to receive a social supplement is reviewed and the citizen may be provided with a social payment depending on the cost of living in the region at the new place of residence.

Federal social supplement to pension

FSD for pension is assigned in regions where the regional subsistence minimum for a pensioner is lower than in Russia. It is set in such an amount that the final amount of a citizen’s pension is not lower than the minimum wage established in the region of residence.

This type of additional payment is carried out from the federal budget through the Russian Pension Fund. In Russia as a whole, most regions have established a FSD for pensions for non-working pensioners. There are entire federal districts in which the cost of living is lower or equal to the national minimum standard, this is traditionally:

  • North Caucasian(Republic of Dagestan, North Ossetia-Alania, Stavropol Territory, etc.);
  • Southern(Krasnodar region, Rostov, Volgograd, Astrakhan regions, etc.);
  • Privolzhsky(Samara, Saratov, Penza regions, etc.);
  • Siberian(Altai, Omsk, Kemerovo, Tomsk regions, etc.);
  • Rep. Crimea and Sevastopol.

This is due to the low income of the living population and the low standard of living and income in these regions, as a result of which the living wage is not set high.

Ivanov M.A., born in 1982, does not work, lives in the Kurgan region, receives a disability insurance pension of group 3, set at 5,400 rubles. In addition, he receives a monthly cash payment (MAP) in the amount of 1041 rubles. 25 kopecks, including a set of social services (NSS) in the amount of 1121 rubles. 42 kopecks, which is included in the amount of EDV (together 2162.67 rubles). In the Kurgan region, the subsistence minimum established for pensioners for 2019 is 8,750 rubles, which is lower than the minimum subsistence minimum for Russia as a whole - 8,846 rubles. Thus, Ivanov M.A. will be assigned a federal social supplement to his pension in the amount of:

  • 8750 - 8148,83 = 601 rub. 17 kopecks.

Regional social supplement to pension

RSD is assigned in regions where the regional subsistence minimum for a pensioner is higher than in the Russian Federation.

These regions, for the most part, are northern regions and donor regions with a high standard of living. In Russia as a whole for 2019, only 16 regions regional social surcharges have been established.

The establishment and payment of RSD are carried out by authorized executive authorities, as a rule, the social protection authorities at the place of residence of the pensioner.

Melnikova A. A., born in 1959, does not work, lives in the Moscow region, is the recipient of an old-age pension set at 7,230 rubles. In addition, the legislation of the subject granted her the right to free travel on municipal transport, the monetary equivalent of which is 421 rubles. The total amount of general material support for A. A. Melnikova in February 2019 was:

  • 7230 + 421 = 7651 RUR.

In the Moscow region, the cost of living for pensioners in 2019 is set at 9,908 rubles, which is higher than in Russia - 8,846 rubles. Thus, A.A. Melnikova will be provided with a regional social supplement to her pension in the amount of

  • 9908 - 7651 = 2257 RUR.

Registration of social supplement up to the subsistence level

The appointment and payment of FSD is carried out by the bodies of the Pension Fund of the Russian Federation based on application, which is submitted simultaneously with, or after the right to receive it arises, to the Pension Fund of the Russian Federation at the place of residence.

The assignment and payment of RSD for pension is carried out in social protection authorities at the place of residence. The information necessary to assign additional payments is transmitted automatically from the authorities that own the information, without the participation of a pensioner.

Thus, the pensioner is only required to submit an application. No certificates confirming the presence or absence of payments included in the total income of the pensioner taken into account when determining the right to social benefits are required.

When receiving any type of social benefits, a pensioner obliged to immediately notify about all circumstances entailing termination of the right to receive social benefits, such as:

  • apparatus employed;
  • departure for permanent residence outside the Russian Federation;
  • moving to another region, etc.

The living wage of a pensioner is calculated based on the consumer basket and the cost of food and consumer prices. In each subject of the Russian Federation, the cost of living is different and is established annually by the relevant law of the territory, region and republic.

The legislation of the Russian Federation establishes the following defining criteria with the help of which the amount of social supplement to the old-age pension is calculated:

  • the cost of living established in the country as a whole, as well as in the constituent entity of the Russian Federation where you live;
  • place of residence or temporary stay of a citizen of retirement age, as well as the time during which you live in this place;
  • total amount of material support per month.

In addition, when assigning social benefits to pensions for Russians, either the federal or regional level of calculation can be applied. But first things first.

Social supplement at the federal level

Such an additional payment is assigned if, when calculating the amount of your support in material terms, the social protection authority determines that its value is below the level of the per capita subsistence level established for your region. In addition, an important factor is that the regional cost of living is also less than the cost of living in the country in general. If both of these conditions are met, then the local branch of the Pension Fund will assign you a monthly social security payment towards your pension. It will be called social benefits at the federal level.

It is important to know that the amount of the social supplement to the pension is set at such a level that when calculating your total amount of material support for the month (including the supplement), it becomes equal to (but not less than) the minimum subsistence level established in the region where you live. This provision is regulated by Federal Law of July 17, 1999 No. 178-FZ “On State Social Assistance”. Part 4, Article 12.1 is specifically responsible for this. Now let’s touch on the issues that are taken into account when determining the amount of your financial security for the month. To do this, let us again turn to Federal Law No. 178-FZ, but this time to Article 12.1. It says that when calculating the amount of material support at the local Pension Fund of Russia, the following types of payments must be taken into account:

  1. All types of pensions received at the time of application;
  2. Previously established monthly payment;
  3. The cost of all types of social services you already receive;
  4. Previously established additional monthly financial support;
  5. Any other types of social assistance regulated by the current legislation of the subject of the Russian Federation in which you live.

But when calculating the total amount, social support in monetary terms is not taken into account, which, according to the law, is provided at a time. In addition, social support measures that you already use and that are assigned to you in accordance with the legislation of the Russian Federation or a constituent entity of the Russian Federation and that you receive in kind are not taken into account. This refers to such types of assistance as food, medicine, clothing, etc. The exception to this paragraph is social assistance measures that replace the cash equivalent. This may include partial payment for the use of a home telephone, payment for housing and communal services, compensation for travel on public modes of transport, as well as suburban and/or intercity transport. In addition to the listed points, the amount of monetary compensation is also taken into account when you independently pay for the listed services, followed by an application for reimbursement of the funds spent. Also, when calculating the amount of the monthly social supplement, the size of the cost of living established for pensioners by the legislation of the Russian Federation for the year in which you submit an application to the local branch of the Pension Fund of the Russian Federation in general throughout the country is taken into account, and in addition, similar data on the size of the cost of living in your constituent entity of the Russian Federation (region, where you live).

Let's say you know the amount of your monthly financial support, then, taking into account the above minimum subsistence levels for 2017 and 2018, you can calculate the amount of social assistance that you can count on by law. Everything is calculated simply; the amount of your material security is subtracted from the cost of living. This difference will be the amount of the monthly social supplement to pension income.

Let's look at a specific example. Let’s assume that pensioner Ivanov, after all the calculations, has a financial support amount of 4,997 rubles. This value is less than the subsistence minimum of 7161 rubles. On the territory of a constituent entity of the Russian Federation, the subsistence minimum is set at 6,150 rubles. Therefore, we subtract 6150 - 4997 = 1153. This will be the amount of the social supplement - 1153 rubles monthly, until the cost of living is revised or your amount of financial support changes.

Calculation of social supplement at the regional level

Now let's look at the regional social surcharge. You can apply for it if, when calculating the total amount of your monthly material security, it is established that it is less than the minimum subsistence level legally adopted by local authorities in your constituent entity of the Russian Federation, but exceeds the amount of the all-Russian subsistence minimum. This provision is also regulated by Law No. 178-FZ. At the same time, it is necessary to know the size of the living wage valid at the time of application; it is usually set for one financial year.

Let's look at a specific example , what the official words of the legislation mean. Let's take the cost of living established in the city of Moscow. The cost of living for a pensioner for the purpose of determining the regional social supplement to pension for 2018 is 11,816 rubles. (For reference: in the country as a whole, the same value is about 8,500 rubles). As we see, the regional level is higher than the national level, which means that a pensioner with a total financial support of less than 11,816 rubles will receive a social supplement in an amount equal to this amount. Several factors are important. At the time of applying for a social supplement, you must be in the status of an unemployed pensioner, in addition, you must have permanent registration in Moscow, and also live in the specified city. The same applies to any region of the Russian Federation. Moscow is taken only as an example.

It is important to note that if a social supplement is established for you, then you can receive it starting from the month following the month of application.
