Preparation of documents

Various nuances of assigning this status

It is rather difficult to issue an honorary title of any level, primarily due to the large number of additional documents, as well as due to elementary ignorance of the laws, but issuing the title of “Veteran of Labor” is doubly difficult, since there are too many controversial situations, first of all, related to the approval of departmental awards and their list. After all, each industry has its own awards and, therefore, in order to confirm their legitimacy, it is also necessary to find a reason, which, of course, many pensioners cannot, and therefore they are refused.

The decision to award the title of "Veteran of Labor" is made by the department (department) of labor and social protection of the population of the Ministry of Labor and Social Protection of the Population of the Republic of Bashkortostan for the district (city) of the Republic of Bashkortostan.

3. Persons applying for the title of "Veteran of Labor" submit to the department (department) of labor and social protection of the population of the Ministry of Labor and Social Protection of the Population of the Republic of Bashkortostan for the district (city) of the Republic of Bashkortostan at the place of residence (permanent registration) an application, a photo in size 3 x 4 cm and documents confirming in the prescribed manner the grounds for its assignment:

a) the persons referred to in subparagraph 1a,

• awarding orders or medals (order book, certificate for a medal), or conferring honorary titles of the USSR, RSFSR or the Russian Federation (certificate for honorary titles of the USSR, RSFSR, Russian Federation), or awarding departmental insignia in labor;
• length of service required for the appointment of an old-age or superannuation pension.

Documents confirming the awarding of departmental insignia in labor are decisions on awarding insignia in labor for long-term and conscientious work, adopted by the heads of ministries and departments of the USSR, the RSFSR, government bodies of the Russian Federation (certificate for the breastplate and honorary badges, certificate for the medal, certificate for honorary and well-deserved titles, certificate of honor);

b) the persons specified in subparagraph 1b, submit documents confirming:

• the beginning of labor activity as a minor (under 18 years of age) in the period from June 22, 1941 to May 9, 1945, excluding the time of work in areas temporarily occupied by the enemy;
• work experience of at least 40 years for men and 35 years for women.

Documents confirming the beginning of labor activity at a minor age during the Great Patriotic War are work books or certificates issued in accordance with the established procedure by state authorities and authorized organizations on the basis of archival data;

c) the persons specified in subparagraph 1c, submit documents confirming:

• awarding orders, medals (order book, certificate for a medal), a badge of distinction of the Republic of Bashkortostan "For selfless work in the Republic of Bashkortostan" (certificate for a badge) or a Certificate of Honor of the Republic of Bashkortostan or conferring honorary titles of the Republic of Bashkortostan (certificate for an honorary title);
• length of service required for the appointment of an old-age or superannuation pension.

To those specified in subparagraph 1v awards include state awards of the Bashkir ASSR, the Republic of Bashkortostan, namely: orders, medals, certificates of honor or honorary titles of the Bashkir ASSR, Bashkir SSR or the Republic of Bashkortostan, established by the Presidium of the Supreme Council of the Bashkir ASSR or the State Assembly - Kurultai - of the Republic of Bashkortostan, awarding and conferring which was carried out by Decrees of the Presidium of the Supreme Soviet of the Bashkir ASSR, the Bashkir SSR, the Republic of Bashkortostan or the President of the Republic of Bashkortostan.

4. When applying for the title of "Veteran of Labor", a citizen presents a passport.

5. The length of service is determined in accordance with the rules for calculating and confirming the length of service for the establishment of labor pensions in accordance with the Federal Law "On Labor Pensions in the Russian Federation".

6. The decision to award the title of "Veteran of Labor" or to refuse to award the specified title is made by the department (department) of labor and social protection of the population of the Ministry of Labor and Social Protection of the Population of the Republic of Bashkortostan for the district (city) of the Republic of Bashkortostan within 15 days from the date of receipt applications with all necessary documents.

Notification of the refusal to confer the title of "Veteran of Labour" within 5 days after the adoption of the relevant decision is sent to the applicant at his place of residence, indicating the reasons for the refusal and attaching the documents submitted by the applicant.

The reason for refusing to award the title of "Veteran of Labour" to the applicant is the discrepancy between the submitted documents and the documents listed in paragraph 3 of this Regulation.

7. Persons who have the right to be awarded the title of "Veteran of Labor" on several grounds provided for in subparagraphs 1a, 1b, and 1c are awarded the title of "Veteran of Labor" and an appropriate certificate is issued on one of the specified grounds.

8. Applications and copies of documents confirming the grounds for conferring the title of "Veteran of Labor" are stored as documents of strict accountability.

9. Filling out, issuing and recording certificates "Veteran of Labor" is carried out in accordance with the Instructions on the procedure for filling out, issuing and recording certificates of a veteran, approved by Decree of the Government of the Russian Federation of April 27, 1995 No. 423 "On certificates, on the basis of which rights and benefits are realized Veterans provided for by the Federal Law "On Veterans".
