On January 19, the Central Council of Veterans of the Ministry of Emergency Situations of Russia celebrated its 21st anniversary. Over the years, the public organization has united the work of its numerous branches on the basis of the main departments of the Emergency Ministry under the permanent leadership of the former head of civil defense of the USSR, a participant in the Great Patriotic War, retired lieutenant general, chairman Dmitry Ivanovich Mikhailik. Today, the organization consists of about 83 thousand people, more than three thousand of whom are participants in the Great Patriotic War and veterans of the emergency ministry, civil defense, air defense and fire service. Emergency ministry veteran status can be obtained by rescuers who have served in the system for more than 15 years.

The leadership of the Russian Ministry of Emergency Situations considers work and interaction with veterans a priority in the ministry’s activities, and has repeatedly shown concern for them not in words, but in deeds.

The main goal in creating the Central Council of Veterans of the Russian Ministry of Emergency Situations was interaction with participants in the hostilities of the Great Patriotic War and providing them with targeted assistance. This public organization resolves a huge number of issues related to working with veterans, including financial and social ones. Employees visit sick veterans in hospitals and at home. According to the chairman himself, they are doing everything possible so that they do not feel abandoned.

Through the efforts of the Central Council, with the support of the leadership of the ministry, more than eight hundred branches of veteran organizations have been created. And for the Russian Ministry of Emergency Situations, continuity of generations, patriotic education, and assistance to veterans are priority areas of activity.Every year, as part of the Constellation of Courage festival, a competition is held for the best veteran organization of the ministry, which was initiated four years ago by Dmitry Ivanovich Mikhailik.

“The competition was organized with the goal of increasing the activity of veterans’ organizations, holding more patriotically significant events, delving more directly into the lives of veterans, and helping them. Such organizations of the Ministry of Emergency Situations must work locally, as they say, and, therefore, support the activities of the ministry as a whole, to the best of their strength and capabilities. It is necessary to hold meetings more often, both with rescuers and firefighters to share experience, and with the younger generation to talk about the role of these people in our lives, about their difficult work. I have been speaking to children for 20 years and I see how their eyes light up when they listen to my stories about heroes in their profession. I always tell them: “Catch up with the hero, catch up with him and overtake him!” And, of course, the activities of veterans’ organizations are important, first of all, for raising morale, for the eternal memory of the deeds accomplished.”

Veteran organizations, veterans of the Russian Ministry of Emergency Situations make a worthy contribution to the activities of the Russian Ministry of Emergency Situations system, participating in ongoing events, promoting knowledge among the population in the field of civil defense, protecting the population and territories from emergency situations, ensuring fire safety and the safety of people on water bodies, military-patriotic education of youth.

Meanwhile, the experience of veterans is not sufficiently used in educating the population, patriotic education of youth, employees of the Federal Fire Service and military personnel of the civil defense forces (hereinafter referred to as employees and military personnel), as well as cadets and students of educational institutions of the Ministry of Emergency Situations of Russia.

Based on the Federal Law of January 12, 1995 N 5-FZ “On Veterans” and in order to further improve the work in the Russian Ministry of Emergency Situations system for interaction with veteran organizations

To directors of departments, heads of departments of the central apparatus of the Ministry of Emergency Situations of Russia, heads of territorial bodies of the Ministry of Emergency Situations of Russia, commanders of formations and military units of civil defense forces, heads of educational and research institutions, heads of organizations of the Ministry of Emergency Situations of Russia:

ensure constant monitoring of the state of work on interaction with veteran organizations, creating conditions for organizing and ensuring their activities;

more actively involve veterans in the prescribed manner in the work of patriotic education, professional development of young employees and military personnel, cadets and students of educational institutions of the Ministry of Emergency Situations of Russia;

carefully consider the letters and applications of veterans, take timely and effective measures on them;

provide assistance to veterans' organizations, assistance in organizing and carrying out their work, as well as implementing issues of legal and social protection of veterans, providing them with medical, psychological and social assistance in the prescribed manner;

provide assistance in strengthening the material and technical base of veteran organizations, provide them with premises, telephone communications, and office equipment for use in the prescribed manner.

Create the following veteran organizations in the system of the Ministry of Emergency Situations of Russia:

Regulations on veteran organizations in the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief

I. General provisions

1. Veteran organizations in the EMERCOM of Russia are non-staff advisory and advisory bodies designed to coordinate the activities of associations of veterans and the EMERCOM of Russia, territorial bodies of the EMERCOM of Russia, formations and military units of civil defense forces, educational and research institutions, organizations of the EMERCOM of Russia, to provide assistance in patriotic education, professional development of young employees and military personnel, cadets and students of educational institutions of the Ministry of Emergency Situations of Russia, organization of preparation and holding events dedicated to days of military glory and memorable dates of Russia.

2. The structure of veteran organizations in the Russian Ministry of Emergency Situations includes:

in regional centers for civil defense, emergency situations and disaster relief (hereinafter referred to as the regional center) - regional councils of veterans of the Russian Ministry of Emergency Situations;

in the main directorates of the Russian Ministry of Emergency Situations for the constituent entities of the Russian Federation, formations and military units of the civil defense forces, educational and research institutions, organizations of the Russian Ministry of Emergency Situations - councils of veterans of the Russian Ministry of Emergency Situations.

3. Veteran organizations in the Ministry of Emergency Situations of Russia in their activities are guided by the Constitution of the Russian Federation, federal constitutional laws, federal laws, acts of the President of the Russian Federation, acts of the Government of the Russian Federation, international treaties of the Russian Federation, regulatory legal acts of the Ministry of the Russian Federation for Civil Defense and Emergency Situations and liquidation of consequences of natural disasters, as well as these Regulations.

II. The main tasks of veteran organizations in the Ministry of Emergency Situations of Russia

4. The main tasks of veteran organizations in the Russian Ministry of Emergency Situations are:

coordination of the activities of bodies and organizations of the Russian Ministry of Emergency Situations and public associations of veterans;

interaction with public associations of veterans at relevant levels;

providing assistance to governing bodies for patriotic education, professional development of young employees and military personnel, cadets and students of educational institutions of the Ministry of Emergency Situations of Russia, in organizing the preparation and holding of events dedicated to days of military glory and memorable dates of Russia;

supporting the activities of public associations of veterans, ensuring that their opinions are taken into account in resolving issues of social and legal protection of veterans, in the development and implementation of the appropriate regulatory legal framework...

6. The functions of the regional council of veterans of the Ministry of Emergency Situations of Russia are:

ensuring interaction of regional centers with subordinate public associations of veterans of the Ministry of Emergency Situations of Russia and public associations of veterans of the constituent entities of the Russian Federation;

organizing the participation of veterans in events held in the constituent entities of the Russian Federation in connection with public holidays of the Russian Federation, days of military glory and memorable dates in Russia;

participation in organizing work on military, patriotic and spiritual-moral education of military personnel and employees of the Ministry of Emergency Situations of Russia, maintaining combat and labor traditions and strengthening the authority of the Ministry of Emergency Situations of Russia, generalizing the best practices of public associations of veterans on this issue;



participation in the organization of work on the implementation of acts of the President of the Russian Federation and the Government of the Russian Federation, orders and directives of the Russian Ministry of Emergency Situations and decisions of the Russian Organizing Committee "Victory" on issues of working with veterans, preparing and holding celebrations of days of military glory and memorable dates in Russia;

preparation and submission to the Central Council of Veterans of the Ministry of Emergency Situations of Russia of information on the numerical composition of public associations of veterans of the Ministry of Emergency Situations of Russia, their organizational structure, and ongoing socio-political processes;

participation, together with the executive authorities of the constituent entities of the Russian Federation, in organizing the search and presentation of state awards to veterans who, for some reason, did not receive them earlier, providing support to search associations and patriotic organizations in the work of perpetuating the memory of the fallen defenders of the Fatherland, establishing the fate of the dead and missing participants of the Great Patriotic War;

consideration and recommendation of candidates for military personnel and employees of the Ministry of Emergency Situations of Russia, dismissed from the Ministry of Emergency Situations of Russia, as well as citizens who are in the reserve or retired, to work in the governing bodies of veteran organizations of the Ministry of Emergency Situations of Russia in the regional centers of public associations of veterans of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation.

7. The functions of the Council of Veterans of the Ministry of Emergency Situations of Russia are:

ensuring interaction of formations and units of civil defense troops, educational and research institutions, organizations of the Russian Ministry of Emergency Situations with public associations of veterans of the Ministry of Emergency Situations of Russia, as well as with regional public associations of veterans of the Ministry of Emergency Situations of Russia in their places of deployment;

organizing the participation of veterans in events held in connection with state holidays of the Russian Federation, days of military glory and memorable dates in Russia;

participation in the implementation of programs for legal and social protection of veterans;

participation in organizing work on military, patriotic and spiritual-moral education of military personnel and employees of the Russian Ministry of Emergency Situations;

participation in the work of perpetuating the memory of fallen soldiers, employees of the Russian Ministry of Emergency Situations who died while performing military service or official duties, maintaining and caring for memorial complexes and monuments to defenders of the Fatherland;

development of measures to improve medical, commercial, consumer and cultural services for veterans;

assistance in the prompt solution of problems of social and legal assistance to military personnel and employees of the Russian Ministry of Emergency Situations being transferred to the reserve;

providing assistance to schools in conducting classes on the basics of life safety, improving educational work with high school students, creating and improving museums (rooms) of military glory;

consideration and recommendation of candidates for military personnel and employees of the Ministry of Emergency Situations of Russia, dismissed from the Ministry of Emergency Situations of Russia, as well as citizens who are in the reserve or retired, to work in the governing bodies of regional veteran organizations of the Ministry of Emergency Situations of Russia in places of deployment.

8. The management of the council is carried out by the chairman of the council, who is elected by open voting at a meeting (conference) of veterans.

General management of the activities of the veterans' councils of the Russian Ministry of Emergency Situations is carried out by the leadership of the Russian Ministry of Emergency Situations.

9. The councils may include representatives of the management bodies of the Ministry of Emergency Situations of Russia, the executive authorities of the constituent entities of the Russian Federation, local governments, and heads of public associations of veterans. Council members participate in their work on a voluntary basis.

10. Council meetings are chaired by the chairman of the council or his deputy.

Council meetings are held as needed, but at least once a year. A meeting is valid if more than two-thirds of the council is present.

11. Council decisions are made by a simple majority of votes and are advisory in nature. They are documented in a protocol and sent to the management bodies of the Russian Ministry of Emergency Situations and public associations of veterans.

12. Organizational support for the activities of councils is entrusted to:

in the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Disaster Relief - to the Personnel Policy Department;

in regional centers and main departments of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation - to the relevant bodies of personnel and educational work;

in formations and military units of civil defense forces of central subordination, educational and research institutions, organizations of the Ministry of Emergency Situations of Russia - for commanders (chiefs).

Dmitry Ivanovich Mikhailik

Dmitry Ivanovich Mikhailik born on November 5, 1920 in the village of Nagornovka, Belopolsky district, Sumy region.

After graduating from high school in 1939, he entered the Mogilev Rifle and Machine Gun School, which he graduated in June 1941.

Dmitry Mikhailik went through the difficult roads of the Great Patriotic War from June 1941 to May 1945. While at the front, he proved himself to be a courageous, persistent, decisive and skillful commander. He was wounded three times (two serious wounds) and still found the strength to return to duty.

He commanded a rifle platoon on the Southwestern Front until January 1942, a company on the Leningrad Front from February 1942. From October 1942 to April 1945 - rifle and ski battalions on the Leningrad and 2nd Baltic fronts.

In March 1944, Captain Mikhailik commanded the first battalion of the 708th Infantry Regiment of the 43rd Double Red Banner Rifle Division. During one of the operations, he received a combat mission from the regiment commander to cross the Narva River, seize and hold a bridgehead for the further development of the offensive. Under the cover of darkness, in difficult weather conditions, using improvised means, Captain Mikhailik’s battalion suddenly crossed the river and captured a bridgehead. Its commander also crossed with the first echelon of the battalion. During a surprise attack, our soldiers managed to capture a small bridgehead on the opposite bank of the river and capture prisoners. By morning, the bridgehead along the front reached 1.5 km and about 1 km in depth. At dawn, the enemy understood the situation and sent superior forces to the positions of the battalion under the command of Captain Mikhailik. In just one day on March 5, 1944, under continuous mortar and artillery fire, it was possible to repel 6 counterattacks with a force of 50 to 200 people each. The enemy lost more than 300 soldiers and officers. Every day it became more and more difficult. The Germans threw more and more forces into battle. On March 7 alone, the enemy fired more than 7 thousand mines and shells at the battalion’s positions. On this day, when a shell exploded, Captain Mikhailik received a concussion, and in the evening he was wounded. But it was impossible to leave the battlefield. He understood: the soldiers and officers looked and hoped only for him. On March 13, 1944, a threatening situation developed. The Germans approached 150 meters to the battalion command post and cut off the flanks. The battalion found itself surrounded.

The commander of the 708th Infantry Regiment, Lieutenant Colonel Babushkin, sent a small group to help the battalion, which by the morning of March 14, 1944 managed to break through the encirclement. For twenty days the battalion held the bridgehead under continuous fire and counterattacks. During all the fighting, Captain Mikhailik proved himself to be a courageous and courageous officer; although he was wounded, he did not leave the battlefield. He always appeared in the most difficult areas, inspiring soldiers and officers by personal example. For courage and courage, skillful command of the battalion during the crossing of the Narva River and holding the bridgehead, Acting Commander of the 708th Infantry Regiment G.D. Gogoberidze signed a proposal to award Dmitry Ivanovich Mikhailik the title of Hero of the Soviet Union. In front-line reports, the heroic activities of Captain Mikhailik were noted more than once. In 1946, Dmitry Ivanovich completed the “Shot” course. After which he was sent to the Far Eastern Military District as commander of a rifle battalion.

Subsequently, from 1948, he was deputy regiment commander. From 1950 to 1954 - commanded the 449th Infantry Regiment.

From 1954 to 1957 he was a student of the main faculty of the Academy. M.V. Frunze. After graduating from the academy, he was appointed chief of staff of the 42nd motorized rifle division of the North Caucasus Military District in Grozny.

In 1960, he was appointed commander of the 68th Motorized Rifle Division in the North Caucasus Military District. Subsequently, from the post of division commander, he was enrolled in the Military Academy of the General Staff, from which he graduated in 1965, and was subsequently appointed chief of staff of the 30th Guards Corps of the Leningrad Military District.

From October 1966 to October 1972 he was chief of staff of the 11th Guards Army, and from October 1972 to 1986 - deputy chief of the USSR Civil Defense.

Dismissed from the Armed Forces in 1986 with the rank of lieutenant general.

Dmitry Ivanovich Mikhailik devoted a lot of effort and work to strengthening the country’s defense capability.

Retired Lieutenant General D.I. Mikhailik served in the USSR Armed Forces for more than 55 years. During his service, he rose from the commander of a rifle platoon to the deputy chief of the USSR Civil Defense, having proven himself on the positive side.

For courage and bravery in the performance of military duty, Dmitry Ivanovich was awarded many orders and medals of the USSR:

Last November, the permanent head of the Central Council of Veterans of the Ministry of Emergency Situations of Russia, retired lieutenant general Dmitry Ivanovich Mikhailik, celebrated his 97th birthday

In 1941, Dmitry Ivanovich graduated from the Mogilev Rifle and Machine Gun School. Over the next four years, he rose from platoon commander to rifle battalion commander. He defended Leningrad, broke the blockade, liberated the Leningrad region from the Nazi occupiers, participated in the capture of the city of Tartu and many other operations.

In March 1944, Captain Dmitry Mikhailik commanded the 1st battalion of the 708th Infantry Regiment of the 43rd Double Red Banner Rifle Division. His battalion received the combat mission to cross the Narva River, capture and hold a bridgehead. The commander also crossed with the first echelon to the opposite bank. At dawn, the enemy threw superior forces at the battalion's positions. On March 7 alone, more than 7,000 mines and shells were fired at them. When a shell exploded, Captain Mikhailik received a concussion. On March 13, the Germans cut off the flanks and the battalion was surrounded. By the morning of March 14, the enemy’s ring was broken through. During all this time, Captain Mikhailik proved himself to be a courageous and courageous officer.

Victory Day On May 9, 1945, Dmitry Ivanovich’s battalion met at positions off the coast of the Baltic Sea. There our troops had to finish off individual resisting groups of Wehrmacht soldiers.

From 1972 to 1986, Dmitry Ivanovich Mikhailik worked as deputy head of the USSR Civil Defense.

The earthquake in the Chechen-Ingush Autonomous Soviet Socialist Republic that occurred in 1974 became a serious test of the readiness of civil defense. Dmitry Ivanovich was assigned to lead the liquidation of the consequences of the natural disaster. His subordinates worked day and night, dismantling ruins and rubble. General Mikhailik showed decisiveness and efficiency in organizing and carrying out rescue and other urgent emergency restoration work.

In 1986, Dmitry Ivanovich retired with the rank of lieutenant general. But he continues to work for the benefit of the ministry today. For many years he has been the Chairman of the department's Veterans Council, investing a lot of strength and vital energy in the cause of assistance and social support for veterans of the Russian Ministry of Emergency Situations.

In addition, Dmitry Ivanovich is a Member of the Academic Council of the Academy of Civil Defense of the Ministry of Emergency Situations of Russia, a member of the Military Council of Civil Defense Forces and a member of the Board of the Russian State Military Historical and Cultural Center under the Government of the Russian Federation.

Dmitry Ivanovich Mikhailik has been awarded many awards from the Soviet Union, the Russian Federation and foreign countries.

According to the figurative expression of the head of the Russian Ministry of Emergency Situations Vladimir Puchkov, Dmitry Ivanovich Mikhailik is rightfully a symbol of the ministry, its valor and honor. People go to him for advice, he is valued and respected by colleagues and friends. They never cease to be admired. This is a truly large-scale personality, a man of deep convictions and principles. A person with an unbending character and incredible determination.

Dmitry Ivanovich is still in service. Clarity of thought and excellent physical shape allow him to be very active, hold meetings and attend many official events.

The badge of the Ministry of Emergency Situations of Russia “Veteran of the Ministry of Emergency Situations of Russia” is a departmental insignia of the Ministry of Emergency Situations of Russia. The description, drawing and form of the certificate for the badge of the Ministry of Emergency Situations of Russia “Veteran of the Ministry of Emergency Situations of Russia” are given in Appendices No. 1-3 to these Regulations.

The badge of the EMERCOM of Russia “Veteran of the EMERCOM of Russia” is awarded to members of veteran organizations of the EMERCOM of Russia who have been members of them for at least 10 years and who have length of service (work) in the system of the EMERCOM of Russia (including in services, bodies, institutions and organizations transferred to the jurisdiction of Ministry of Emergency Situations of Russia) for at least 20 years, previously awarded state or departmental awards, provided:

active participation in the promotion of civil defense measures, protection of the population and territories from emergency situations;

dissemination of best practices and knowledge on actions to eliminate the consequences of accidents, disasters and natural disasters;

significant personal contribution to solving the problems of veteran organizations of the Ministry of Emergency Situations of Russia;

promoting the development of the veteran movement.

Nominations for awarding the EMERCOM of Russia badge “Veteran of the EMERCOM of Russia” are approved by the Chairman of the Central Council of Veterans of the EMERCOM of Russia.

The badge of the Ministry of Emergency Situations of Russia “Veteran of the Ministry of Emergency Situations of Russia” (hereinafter referred to as the badge) is a figured shield of white color, bordered by a stripe of golden color, with silver stripes. Superimposed on the shield is the middle emblem of the Ministry of Emergency Situations of Russia, which is an image of a double-headed eagle of golden color with drooping wings, crowned with a crown, holding a scepter in its right paw and an orb in its left. On the eagle’s chest is a vertically elongated white star with eight rays, in the center of which, in an orange circle, there is an equilateral blue triangle with a base below.

The contour of the shield is framed by a red ribbon bordered by a golden stripe. On the ribbon along the contour of the shield, in one row, there is an inscription in golden letters “VETERAN OF THE RUSSIA EMERCOM”.

At the bottom of the badge, a blue shaped shield bordered by a golden stripe is superimposed on the shield and ribbon. On the shield there is a golden inscription in three rows “FOR SPECIAL MERIT”, under the inscription there are two crossed olive branches.

A figured shield, a double-headed eagle, a star with eight rays and a ribbon are located in different planes.

All images and inscriptions on the badge are in relief.

Dimensions of the badge: height - 40 mm, width - 31 mm.

On the reverse side of the badge assembly there is a threaded pin with a nut for attaching the badge to clothing.
