Meanwhile, the energy sales holding Mezhregionsoyuzenergo (MRSEN), owned by the father of the bride, is going through difficult times: bankruptcy claims are being filed against its subsidiaries, criminal cases are being investigated, both against Osmanov and the second co-owner and part-time general director of the company, Yuri Shulgin ( put on the federal wanted list). In addition, according to a witness cooperating with the investigation, a conflict broke out between the business owners.

In the case of the Mezhregionsoyuzenergo holding, which includes, according to the SPARK and Kommersant systems, such assets as Tagilenergosbyt, Chelyabenergosbyt, Arkhenergosbyt, Vologdaenergosbyt, Khakasenergosbyt, Roskommunenergo, the situation different. As is clear from the information published in the file of arbitration cases, the holding’s creditors have already despaired of waiting for money, so a huge number of claims against the subsidiaries of MRSEN are being considered in the courts, and several criminal cases are being investigated against the owners.

Despite the existing debts, in 2016 the company acquired Chelyabenergosbyt and is planning to acquire Vladimirenergosbyt. The situation is more than strange. There is no money to pay off debts, but money is available for new acquisitions. However, just like for a chic wedding.

Part one - criminal

The first story with a criminal overtone occurred in 2010. The victim was Tatyana Romanova, a former employee of the MRSEN subsidiary. Until 2009, Tatyana worked as a member of the board of the Roskommunenergo holding, and then became the director of a sanatorium owned by the holding. In the summer of 2010, 90 thousand rubles were stolen from a safe in a sanatorium, and an investigation into this incident was launched. While it was going on, according to Romanova, the business owners suggested that she tell law enforcement officers that, in addition to the money, bills worth 100 million rubles had also disappeared from the safe. The former employee refused. After this they began to threaten her. Romanova left the company, but her misadventures did not end there: Mosuralbank, affiliated with Roskommunenergo, demanded that she repay her mortgage loan ahead of schedule. To pay off the bank, Tatyana was forced to sell the apartment, after which she decided to go to the Arbat police department in Moscow, write a statement about death threats and tell some unpleasant details of the Roskommunenergo business.

So, according to her, instead of investing in power generating companies, Roskommunenergo concentrated on buying up power supply enterprises, which allowed the holding by 2010 to become the main owner of Vologdaenergosbyt, Arkhangelskenergosbyt and Khakasenergosbyt, which have been managed by Mezhregionsoyuzenergo since 2011, affiliated with all sales and the Roskommunenergo holding itself. According to her, the former employers built their holding actually with the money of the holding itself, which cost about 2 billion rubles from 2008 to 2012.

It must be said that the publicity of what was happening at Roskommunenergo and MRSEN did not pass without a trace for Tatyana herself. As Romanova said, she began to act as a witness under state protection. “Five days after I gave evidence against Osmanov’s company, I was walking along Arbat and didn’t even feel how a knife was stuck in my neck. The only thing that saved me was that I was wearing a hood,” she said. Fortunately, Tatyana survived.

The story continued in May 2013, when, according to the website of the Ministry of Internal Affairs of the Russian Federation, searches were carried out in the company as part of the support of a criminal case under the article “Fraud in the field of entrepreneurship” initiated against the managers of OJSC Vologdaenergosbyt. Economic police officers found that in 2010-2011, officials of the energy sales company provided the Regional Energy Commission (REC) for the Vologda region with underestimated parameters of the declared power and transmitted electricity, which resulted in damage to the branch of the company IDGC of the North-West - Vologdaenergo in especially large amounts (more than 200 million rubles). At the same time, Mezhregionsoyuzenergo then, as now, performed the functions of the sole executive body for Vologdaenergosbyt, Arkhenergosbyt and Khakasenergosbyt.

According to the Supreme Court, a criminal case has been initiated against both owners of Mezhregionsoyuzenergo - Osmanov and Shulgin. “What is of particular interest, by the way, is that the co-owners of the company have been at odds with each other for a long time,” says Tatyana Romanova, who is a witness in several criminal cases related to MRSEN. It must be said that in similar cases, according to Russian practice, it is not the business owners who bear responsibility, but managers who act only as executors. This, in particular, happened once with the former deputy general directors of Tverenergosbyt Pyotr Demyanov and Mikhail Bukvin, who worked in the subsidiary of Energostrim, as well as with the head of Tulaenergosbyt Yuri Lyubchich.

Part two - arbitration

In 2017, criminal claims against Mezhregionsoyuzenergo received, in addition to criminal, another dimension - arbitration. An application for bankruptcy of MRSEN subsidiaries was received from a number of enterprises of the Rosseti holding. IDGC of the North-West, IDGC of Siberia and IDGC of the Urals filed a series of bankruptcy petitions for Arkhenergosbyt, Vologda Sales Company, Khakasenergosbyt, and Roskommunenergo. According to Rosseti, the debt of the latter to three IDGCs at the beginning of 2017 amounted to 10.5 billion rubles.

In June, IDGC of the Urals, a member of Rosseti, joined the fight. The company filed a bankruptcy petition with the Chelyabinsk Region Arbitration Court for Chelyabenergosbyt (ChES), which is the guaranteeing supplier (GS) of electricity in the region. In turn, according to some information, the BSEC is a subsidiary of the MRSEN.

The lawsuit was filed on June 23, but a preliminary hearing has not yet been scheduled. As it turned out, the basis for filing the application was two court decisions on failure to fulfill obligations to repay debts to networks in 2011-2012. At the same time, the BSEC's debt to IDGC is estimated at more than 3 billion rubles and there is concern that it could increase to 5.6 billion rubles by the beginning of the autumn-winter season. In addition to collecting debts, IDGC also intends to deprive Chelyabenergosbyt of its status as a state enterprise. MRSEN did not respond to the newspaper’s request, but the BSEC reported that in June, after legal disputes caused by counterclaims, the court of second instance determined the balance of payments, which will certainly be paid. Whether this is so - time will tell.

It must be said that Tatyana Romanova, who at the time of the appeal already knew about the upcoming wedding in Los Angeles from social networks, expressed sincere indignation at this situation. “Sales in Russia live off the sales markup and perform an intermediary function. Huge cash flows pass through it, which are sometimes spent, as we see in the example of MRSEN, on the luxury lifestyle of the owners and management, while throughout the country we can hear cries and complaints from specialized companies about the lack of funds,” she said. “At the same time, the debts of Mezhregionsoyuzenergo may lead to problems both for other market participants and for the entire country as a whole and disrupt the heating season,” Romanova emphasized.

Arkhenergosbyt

Both Arkhenergosbyt and Roskommunenergo have a tense conflict with both Rosseti and the regional leadership, which is not satisfied with the proposed opaque scheme of the company’s work. In addition, Arkhenergosbyt was re-registered in Karachay-Cherkessia.

The regional governor, Igor Orlov, even asked Vladimir Putin to replace the supplier of last resort in the region. And he refused to provide Arkhenergosbyt with financial guarantees from the regional budget in relation to “non-disconnected consumers,” which include housing and communal services organizations and other public sector employees. Apparently, Osmanov’s company has finally fed up with the governor.

Arkhenergosbyt is a guaranteeing supplier of electricity in the Arkhangelsk region. The management of the enterprise, according to some sources, is suspected of causing damage in the amount of 2.3 billion rubles. IDGC of the North-West did not receive this money for the transmission of electricity.

One of the shareholders of Arkhenergosbyt is Marina Sechina, the ex-wife of the head of Rosneft. Sechina also has shares in other MRSEN companies, and also owns some of its other assets.

The ownership scheme in MRSEN is very confusing. Some assets are owned by each other. Apparently, this was done specifically to carry out various left-wing schemes. In addition to guaranteeing suppliers, MRSEN includes Mosuralbank, Sanatorium Kashirskie Rodnichki and other companies.

In April last year, a criminal case was opened against unidentified persons from Arkhenergosbyt, and the company’s accounts were frozen. However, instead of paying off IDGC North-West, Arkhenergosbyt makes a contribution of 2 billion rubles. into its own structure, Mosuralbank, for a period of one year. In fact, money is simply transferred within one company. And if Arkhenergosbyt goes bankrupt, then, apparently, there will be nothing to take from it. While debts are accumulating, Eldar Osmanov plans to acquire another asset.

As for the groom's father, Albert Avdolyan is on the list of the richest businessmen in Russia with a capital of $800 million. He owns a 1.3% stake in the Qiwi payment system, and in 2015 he bought a 50% stake in the Ogodzhinsky coal deposit project in the Amur region.
